中国“兴边富民”行动20载研究回溯与展望——基于知识图谱的可视化分析

The Review and Prospect of 20-years Research on the China's Action of Rejuvenating the Border and Enriching the People——Visual Analysis based on the Knowledge Graph

作为一项长期持续的边境治理方略,“兴边富民”行动实施20年来成效显著。相关研究的学术关注度和学术传播度不断增加,研究价值日益凸显。最初,学界对“兴边富民”行动的研究集中在政策内涵、战略意义等方面,政策落地后逐渐以政策绩效评估和差异化政策为主,但在基础性理论研究、实施风险研究、政策协同研究、政策制定和实施的逻辑机制研究上还有较大的研究空间。面对“十四五”时期的新挑战和新机遇,“兴边富民”行动研究应注重基础理论的不断深入和创新,关注铸牢中华民族共同体意识对重点工作的主线引领,重点研究“兴边富民”战略如何衔接“乡村振兴”战略、融入“一带一路”建设。同时,研究因时制宜、因地制宜的差异化政策实施路径和保障制度,确保“兴边富民”行动不断促进边疆与内陆地区的协调发展。

The rejuvenating the border and enriching the people action is a long-term and sustainable strategy for the border governance,with has been implemented with remarkable results for two decades.The academic attention and dissemination of related studies have also increased,the research value has become increasingly prominent.Academic research on the rejuvenating the border and enriching the people action initially focused on the connotation and strategic significance of the policy,after the implementation of the policy,policy performance evaluation and differentiated policies have gradually become the main research content,but there is still much room for research on the basic theories,implementation risks,policy synergy,and logical mechanisms of policy formulation and implementation.In the face of many new challenges and opportunities in the 14th Five-year plan period,the research on rejuvenating the border and enriching the people should focus on deepening and innovating the basic theories;focusing on the main line of leading the key work by consolidating a strong sense of community for the Chinese nation;focusing on the research of the study should focus on how the strategy of rejuvenating the border and enriching the people can connect with the strategy of rural revitalization and integrate with the construction of One Belt and One Road.Meanwhile,it will study the implementation path of differentiated policies and guarantee systems that are appropriate to the time and place,so as to ensure that the rejuvenating the border and enriching the people action will continue to promote the coordinated development of the border and inland areas.
