中国特色协商文化是中国共产党在领导我国协商民主实践中生成的一种文化形式,对我国协商民主实践具有深厚的价值意蕴。在协商主体方面,中国特色协商文化通过明确人民的协商主体地位、培育协商主体的协商精神、规范协商主体的协商行为,有助于提升协商主体的价值共识;在协商治理方面,中国特色协商文化通过为协商治理注入更多价值理性、推动社会公共利益的实现,有助于增强协商治理的效能;在顶层设计方面,中国特色协商文化通过创新协商民主认知理念、坚定协商民主社会主义方向、完善协商民主体制机制,有助于优化协商民主的顶层设计。

Consultative culture with Chinese characteristics is a culture form generated from the process that the Communist Party of China lead the practices of consultative democracy in our country,which has pro⁃found value connotations on the practices of consultative democracy in our country.In terms of the consulta⁃tive subject,consultative culture with Chinese characteristics helps to improve the value consensus of consul⁃tive subjects through identifying people’s role as the consultive subjects,cultivating consultive subjects’con⁃sultive spirit and regulating their consultive behaviors.In terms of consultive governance,consultative cul⁃ture with Chinese characteristics helps to strengthen the efficiency of consultive governance through injecting more value rationality into consultive governance and promoting the realization of social public interests.In terms of top-level design,consultative culture with Chinese characteristics helps to optimize the top-level design of consultive democracy through innovating cognitive idea of consultive democracy,upholding the so⁃cialist direction of consultive democracy and improving the system and mechanism of consultive democracy.
