中国共产党百年贫困治理的探索:意蕴、路径及对乡村振兴的贡献

The One Hundred Year’s Exploration of the CPC’s Anti-Poverty Governance:Implication,Path and Contribution to the Rural Vitalization

中国共产党不遗余力治理贫困不仅体现出对人民的深切感情,更重要的是在贫困治理中展现的深刻意蕴。贫困是经济问题又是政治问题,百年大党贫困治理之路体现出中国共产党人的使命担当,而消除贫困实现共同富裕则彰显出社会主义的本质要求。完胜脱贫攻坚不仅助力实现第一个百年奋斗目标而且对国际减贫事业作出突出贡献。纵观百年来中国共产党反贫困斗争大致经历了六个阶段,尽管六个阶段采取的反贫困治理方式不尽相同,各有所侧重,但留下的宝贵经验值得借鉴,尤其是脱贫攻坚作为优选实践路径,其经验对乡村振兴作出有益的价值贡献。其形成的扶贫济困、崇德向善的时代美德,自力更生、艰苦奋斗的拼搏精神,现代市场经济理念和实践,“五级书记抓落实”的领导体制,强化考核监督、较真碰硬抓落实的工作机制,忠诚理智、敢打硬仗的干部队伍,大公无私、甘于奉献的工作作风接续乡村振兴再出发。

The Communist Party of China has spared no effort to reduce poverty,which not only reflects the deep feelings for the people,but also more importantly shows the profound meaning in the anti-poverty Governance.Poverty is an economic and political problem.The road to the CPC’s anti-poverty governance embodies the mission and responsibility for the members of Chinese Communist Party,while the elimination of poverty and the realization of common prosperity highlight the essential requirements of socialism.Winning the fight against poverty not only helps to achieve the first Centennial Goal,but also makes outstanding contributions to the cause of international poverty reduction.Throughout the past century,the CPC’s struggle against poverty has roughly gone through six stages.The anti-poverty governance methods adopted in the six stages are not the same and each has its own emphasis.The valuable experience left behind is worth learning.In particular,as a preferred practice path poverty alleviation makes a useful value contribution to rural vitalization.Poverty alleviation has formed the virtues of the times to help the poor,advocate morality and strive for good,the spirit of self-reliance and hard struggle,concept and practice of modern market economy,the leadership system of“five level secretaries sticking to the implementation”.At the same time we should strengthen the working mechanism of assessment and supervision,and work hard to implement it.We should be loyal and rational,and dare to fight hard.The selfless and dedicated work style will make the Rural Revitalization to be continued.
