中国化工产业“十三五”发展回顾与“十四五”展望

The Development Review of China’s Chemical Industry During the 13th Five-Year Plan and the Prospect of the 14th Five-Year Plan

“十三五”时期,我国化工产业发展取得了突出成绩。传统化学产品产能稳中有降,新型化学材料供给快速增长,同时高端化工产品研发能力不断增强,化工产业园区建设快速推进,化工产业安全环保状况有所改善。在取得较好成绩的同时,我国化工产业仍存在一些问题。当前,化工产业亏损企业占比数量有所提高,专利转化率水平整体偏低,缺少引领行业的大型化工跨国公司,在国际市场面临发达国家和发展中国家的双重挑战,关键新型化工材料自给率仍不足。在“十四五”时期开启全面建设社会主义现代化新征程的大背景下,化工产业未来必须要走高质量发展之路。在具体推进时,我国应延伸发展化工产业下游高端制成品,提高化工产业科技研发成果转化率,培育具有国际竞争力的大型化工企业,突破功能性化工新型材料供应瓶颈,坚守化工产业生产绿色和安全底线,着力构建现代化的化工产业体系。

During the 13th Five-Year Plan period,the development of China’s chemical industry has made outstanding achievements.The production capacity of traditional chemical products is steady and down,while the supply of new chemical materials is growing rapidly.At the same time,the research and development capacity of high-end chemical products is constantly strengthened.The construction of chemical industrial parks is advancing rapidly,and the safety and environmental protection of the chemical industry is improving.But there are still some problems in China’s chemical industry.At present,the proportion of loss-making enterprises in the chemical industry has increased,the patent conversion rate is generally low,there is a lack of large chemical multinational companies leading the industry,the international market is facing dual challenges from developed countries and developing countries,and the self-sufficiency rate of key new chemical materials is still insufficient.Under the background of the 14th Five-Year Plan,the chemical industry must move towards the road of high quality development in the future.In the concrete progress,China should extend the development of high-end products downstream of chemical industry,improve the conversion rate of scientific and technological research and development achievements of chemical industry,cultivate large-scale chemical enterprises with international competitiveness,break through the bottleneck of supply of new functional chemical materials,adhere to the green and safe bottom line of chemical industry production,and strive to build modern chemical industry system.
