涉水审批“多评合一”背景下的水资源论证编制标准研究

On Report Standard of Water Resources Argumentation in Water-related Approval“Unified Assessment”

浙江省推行建设项目涉水审批“多评合一”改革,将水土保持方案、防洪影响评价和水资源论证统一编制报告、统一审批,并制定了区域水影响评价“三合一”报告编制技术要点。为此,通过分析水资源论证的编制标准,研究了区域影响评价的背景,梳理了涉水审批“多评合一”的发展历程,构建了区域水影响评价“三合一”的总体框架,结合区域水影响评价实例分析认为“三合一”报告聚焦关键指标、结构科学紧凑、结论明确全面,具有推广意义。

The water-related approval“Unified Assessment”reform for construction projects is launched in Zhejiang Province,which unifies reports and approvals for water and soil conservation,flood control evaluation and water resources argumentation,and formulates the technical key points of regional water impact“Three in One”assessment report.The development process of water-related approval“Unified Assessment”and the overall framework of the regional water assessment“Three in One”are introduced to conduct the research on report standards of water resources argumentation.The“Three in One”report is worthy of promotion proved by practical cases of regional water assessments with the characteristics of comprehensive index and scientific judgement.
