长三角一体化背景下扬州“飞地经济”发展路径研究

Research on the Development Path of Yangzhou"Enclave Economy"under the Background of the Integration of the Yangtze River Delta

结合长三角“飞地经济”的发展趋势,通过分析扬州发展“飞地经济”的现实意义及扬州“飞地经济”的发展现状,从跨区域产业梯度转移模式、优质资源跨区域合作模式、跨区域园区平台共建模式、供应链跨区块整合模式四个维度思考与扬州发展相适宜的飞地模式选择,总结整理出扬州“飞地经济”发展过程中面临的主要制约因素有顶层设计有待优化、合作机制不够完善、发展理念不够创新、要素保障不够有力等四个方面,最后针对性地提出推动扬州“飞地经济”发展的路径建议:加强顶层设计,明确发展规划;完善合作机制,推动互利共赢;创新发展理念,增强内生动力;深化要素保障,加强政策扶持。

Combined with the development trend of"enclave economy"in the Yangtze River Delta,this paper analyzes the practical significance of developing"enclave economy"in Yangzhou and the development status of"enclave economy"in Yangzhou.From the four dimensions of trans regional industrial gradient transfer mode,trans regional cooperation mode of high-quality resources,trans regional park platform co construction mode,and trans regional integration mode of supply chain,this paper considers the enclave mode selection suitable for Yangzhou's development,and summarizes and sorts out the main restricting factors in the development process of"enclave economy"in Yangzhou,including top-level design needs to be optimized,cooperation mechanism is not perfect,development concept is not innovative,and element guarantee is not strong enough.Finally,it puts forward the path suggestions to promote the development of"enclave economy"in Yangzhou:strengthen the top-level design and clear the development plan;improve the cooperation mechanism and promote mutual benefit and win-win results;innovating the concept of development and enhancing the endogenous power;deepen the protection of factors and strengthen policy support.
