东盟维护“中心地位”的表现、动因及前景

近年来,东盟官方文件中经常出现“维护东盟中心地位”的表述。东盟所追求的这种“中心地位”是指其在内部成员国之间、区域合作机构以及未来地区秩序构建中均处于核心位置,占据主导地位。在东盟内部,东盟强调《东盟宪章》的权威,行使领导与仲裁权力。在区域合作中,东盟强化自身机制的作用,主导区域合作机制的发展进程。在区域秩序中,东盟强调自身意志,奠定东亚区域秩序构建的基础。东盟之所以不断强调自身的“中心地位”,既是出于推进内部一体化建设和维护自身安全的需要,也是受权力欲望驱使的结果。从未来发展前景看,东盟“中心地位”的维护迎来了新的机遇,但其所面临的挑战性因素也会增多,特别是来自美国的压力会陡然增加。

In recent years,the expression"uphold ASEAN centrality"has frequently appeared in ASEAN official documents.The"centrality"that ASEAN pursues means that it is in the core and dominant position among its member states,regional cooperation institutions,and the construction of future regional order.Within ASEAN,ASEAN stresses the authority of the ASEAN Charter and exercises leadership and arbitration powers.In regional cooperation,ASEAN strengthens its mechanism and leads the development process of regional cooperation mechanism.In the regional order,ASEAN emphasizes its own will and lays the foundation for constructing the regional order in East Asia.The reason why ASEAN constantly emphasizes its"centrality"is not only out of the need to promote the construction of internal integration and maintain its security but also driven by the desire for power.From the perspective of future development,ASEAN's"centrality"has welcomed new opportunities,but it will also face more challenging factors,since the pressure from the United States will increase sharply.
