后疫情时代下中日韩紧急人道主义援助合作构想

The Concept of Cooperation on Emergency Humanitarian Assistance among China,Japan and the ROK in the Post-COVID-19 Era

2020年全球突发公共卫生事件,但公共卫生机制无法快速响应。中日韩应在卫生部长会议的合作基础上,为地区或全球提供新时代的公共产品。综合三国应急管理体系和对外援助体系的优势,设置紧急人道主义援助调度中心,发挥对外援助效能的极大化。深化中日韩多边合作既有现实意义,也对全球抗疫具有重要启发。

The COVID-19 epidemic,as a global public health emergent incident,outbroke in 2020,however,the existing public health mechanism was not be able to respond timely.As major countries in the region,China,Japan and Korea should provide regional or global public goods on the basis of cooperation through the trilateral meeting of the health ministers.All the three sides should integrate the advantages of the three countries’emergency management systems and foreign aid systems,set up emergency humanitarian aiding centers and maximize the effectiveness of their foreign aids.Deepening multilateral cooperation among China,Japan and Korea is not only of practical significance,but also of great inspiration to the global campaign against the COVID-19 epidemic.
