街乡共治:城乡融合背景下的基层治理创新--基于浙江省云和县的调查

The Co-governance of Street and Township Governments:An Innovation of Grass-roots Governance in the Context of Urban-rural Integration--Based on the Investigation of Yunhe County in Zhejiang Province

云和县结合自身实际选择了“小县大城”的县域城镇化方式,推动了经济社会结构的变迁,重构了基层治理的社会基础。“街乡共治”是回应经济社会融合发展要求而实施的一项基层社会治理制度创新。坚持以党建为抓手,引领街乡共同治理;以联动为机制,推动街乡融合联合;以问题为导向,实现同城同待遇,呈现出治理主体的嵌合性、治理方式的联动性、治理内容的包容性等融合型治理特征。这既是对城乡二元基层社会治理体制的超越,又是对传统“籍地管理”制度的超越,也是对传统“官本位”基层治理方式的超越。作为城乡二元治理体制未被彻底打破背景下的一种过渡性选择,自身有待进一步探索和完善。

The Yuehe County's choice of the urbanization mode of“small county and big city”according to its actual situation has promoted the change of its economic and social structure and reconstructed the social foundation of grass-roots governance.“The co-governance of street and township governments”is an innovation of social governance system in response to the requirements of economic and social integration.Some suggestions are put forward in this paper as follows:to lead the joint governance of street and township governments by adhering to the Party building as the starting point;to promote the integration of street and township governments with linkage mechanism;to achieve the equal treatment in the same city based on problem-orientedness,which is characterized by the integration of governance subject,the linkage of governance methods,and the inclusiveness of governance contents.It is not only the surpassing of the dual urban and rural grass-roots social governance system,but also the surpassing of the traditional registered residence management system and the traditional“official-standard”grass-roots governance.As a transitional choice in the context of the urban-rural dual governance system which has not been completely broken,it needs to be further explored and improved.
