山东省青岛市推进畜禽强制免疫“先打后补”政策的有关思考

Thoughts on the Policy of “Vaccination Followed by Subsidy” of Province Compulsory Vaccination for Livestock and Poultry Introduced in Qingdao City of Shandong

2017年起,青岛市根据国家重大动物疫病强制免疫政策规定,落实畜禽养殖经营者强制免疫主体责任,全面开展重大动物疫病强制免疫疫苗经费直接补贴试点工作。三年多来,试点工作推进顺利,相关制度初步建立,强制免疫补助政策实施机制逐步完善。但是在政策实施过程中,仍存在着宣传引导力度不够、养殖场户主动性意识不强等问题,由此提出发挥政府引导作用、扩大政策宣贯覆盖面、优化申报流程、完善疫苗供应链条体系建设、强化免疫效果监测评价等思考,以期为全面推进畜禽强制免疫"先打后补"工作提供参考。

Since 2017,the responsibilities of operators for livestock and poultry production as the subjects of compulsory vaccination were implemented,and direct subsidy for compulsory vaccination against major animal diseases was comprehensively piloted according to national policy of compulsory vaccination against major animal diseases in Qingdao.Over the past three years,initial results had been achieved.Specifically,relevant system had been initially established,and the implementation mechanism of subsidy for compulsory vaccination had been gradually improved.However,some problems appeared during the process,such as insufficient guidance and publicity by governments and lack of initiative of farmers,some suggestions were thereby put forward,such as playing a role of guidance by governments,expanding the coverage of policy publicity and implementation,optimizing the process of declaration,improving the construction of vaccine supply chain system,and strengthening the monitoring and evaluation for vaccination effect,with a view to providing some references for comprehensively implementing the work of"vaccination followed by subsidy"of compulsory vaccination for livestock and poultry.
