重大行政决策程序之地方立法研究--基于广东省地级市立法的比较分析

Research on Local Legislation of Major Administrative Decision-making Procedure——Based on the Comparative Analysis of the Legislation of Prefecture-level Cities in Guangdong Province

党的十九届五中全会通过的《关于制定国民经济和社会发展第十四个五年规划和二○三五年远景目标的建议》中的新要求再次凸显了重大行政决策程序立法的重要性。广东省已起草了《广东省重大行政决策程序规定(草案)》,并向社会公开征求意见。文章通过对广东省地级市关于重大行政决策程序法律规范的比较分析,发现相关规定极不统一,亟待规范。

The new requirements in the“Proposal on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and the Vision Goal to 2035”adopted by the Fifth Plenary Session of the 19th CPC Central Committee once again highlight the importance of legislation on major administrative decision-making procedures.Guangdong has drafted a draft regulation on major administrative decision-making procedures and is soliciting public opinions.Based on the comparative analysis of the legal norms of major administrative decision-making procedures in the prefecture-level cities of Guangdong Province,this paper finds that the relevant regulations are not uniform and need to be improved urgently.
