乡村振兴视角下海南省中部山区农户发展脆弱性研究——以保亭县陡水河村为例

Vulnerability of Rural Household Development of Central Mountainous Area in Hainan Province from Perspective of Rural Revitalization:A Case Study of Doushuihe Village,Baoting County

脆弱性是全球环境变化及可持续性科学领域关注的热点问题,开展乡村脆弱性研究对于促进乡村转型发展和乡村振兴具有重要意义。以海南省中部山区典型村落陡水河村为例,构建基于乡村振兴视角的农户发展脆弱性指标体系,采用模糊综合评价法定量评价农户发展脆弱性并分析其成因,提出减轻农户发展脆弱性的建议。研究表明:(1)陡水河村农户发展脆弱性较高,56.34%的农户发展脆弱性指数集中分布于高脆弱性区间;(2)产业发展与生活水平较低、医疗及公共基础设施不完善、环保水平与文化教育水平较低、农户劳动技能单一、民族文化意识淡薄、乡村组织管理较松散是造成农户发展脆弱性较高的主要原因;(3)产业转型升级、优化基础设施、改善人居环境、提升精神文明及发扬优秀民族文化可降低农户发展脆弱性,增强可持续发展能力。

Vulnerability is a hot issue in the field of global environmental change and sustainability science,and it is of great significance to research the rural vulnerability to promote rural transformation development and rural revitalization.This paper,taking Doushuihe Village,a typical village of the central mountainous area in Hainan Province,as an example,established the vulnerability indicator system reflecting the vulnerability of rural household development from the perspective of rural revitalization,and quantitatively evaluated the vulnerability of rural household development using the Fuzzy Comprehensive Evaluation Method,and then put forward some suggestions to alleviate the vulnerability of rural household development.The results show as follows,firstly,the vulnerability of the rural household development in Doushuihe village is relatively high,and the vulnerability index of 56.34%of rural households concentrated in the high vulnerability range.Secondly,lower level of industrial development and life,imperfect medical and public infrastructure,poorer level of environmental protection and education,single labor skills,weaker consciousness of national culture,and loose rural management and organizations are the main causes influencing the vulnerability of rural household development.Finally,it is suggested that industrial transformation and upgrading,optimization of infrastructure,improvement of the living environment,promotion of spiritual civilization and carrying forward the excellent national culture can reduce the vulnerability of the rural household development and enhance the ability of sustainable development.
