突发公共卫生事件对养老服务行业的影响——以COVID-19影响下的深圳养老服务业为例

Impact of Public Health Emergencies on Elderly Care Services Industry——Taking Elderly Care Services Industry in Shenzhen under COVID-19 as an Example

目的:以老年服务机构为切口,通过养老服务供给方来呈现突发公共卫生事件对老年群体的影响,了解养老服务行业应对突发公共卫生事件的现状表现与现实需求,探索养老服务行业的应急能力建设方案与未来发展方向。方法:采用问卷调查和深度访谈的方法,对深圳市39家养老服务机构进行调查研究。结果:研究表明COVID-19对养老机构人员供应带来压力、对养老机构健康医护带来挑战、对养老机构供应支撑带来紧张、对养老机构应急防控带来警示、对养老机构发展完善带来思考。建议:提高养老服务行业应对突发公共卫生事件的能力,需要完善养老服务行业的应急规划部署、提高养老服务行业的应急处理能力、加强养老服务行业的防控队伍建设、重视养老服务行业的健康防护教育、推动养老服务行业的智慧创新发展。

Objective: the elderly care services institutions are used as a research incision to present the impact of public health emergencies on the elderly population from the perspective of the supply side. The aim is to understand the current performance and practical needs of elderly care services industry in dealing with public health emergencies, and to explore the emergency capacity program and future development direction. Methods: through questionnaire survey and in-depth interview to investigate 39 pension service institutions in Shenzhen. Results: the study showed that COVID-19 had brought pressure to the supply of staff and health care. We need to be alert of the emergency control and improve the elderly care institutions. Suggestions: it is necessary to improve the emergency planning and deployment of elderly care services industry, enhance the emergency handling capacity, and take prevention and control measures. It is important to arouse people’s health awareness and promote the innovative development of elderly care services industry.
