北京冬奥会和冬残奥会是我国重要历史节点的重大标志性活动,办好北京冬奥会和冬残奥会意义重大。运用文献资料法,探讨习近平总书记在2021年提出的“简约、安全、精彩”办赛要求的背景、内涵与意义,以期深化对北京冬奥会和冬残奥会筹备冲刺阶段和举办阶段工作要求的理解,为把北京冬奥会和冬残奥会办成一届“精彩、非凡、卓越”的赛事做出理论探索。主要结论:北京冬奥会进入冲刺阶段、疫情在全球肆虐以及国际奥委会持续深化改革是办赛要求提出的主要背景;“简约”体现在节俭和廉洁2方面;“安全”体现在保障人身安全和注意公共卫生安全2个维度;“精彩”体现在遵守对国际奥委会承诺、顺利办赛,彰显中国传统文化以及参赛出彩3个方面;总书记的论述在指导北京冬奥会和冬残奥会的筹办、留下办赛经验等方面意义重大。

The 2022 Beijing Winter Olympics and Paralympics are a major landmark event at an important historic juncture in China,therefore it is of great significance to deliver them successfully. Literature reviews were conducted to delve into the background,content and significance of President Xi Jinping’s latest requirements in 2021 for organizing streamlined,safe and splendid Games,with a view to fully understanding these requirements amid the sprint stage of preparing for Beijing 2022 and providing a theoretical perspective on delivering"fantastic,extraordinary and excellent"Games. Conclusions:the sprint stage of preparations for Beijing 2022,the pandemic raging around the world and the IOC deepening reforms are the background to President Xi’s latest requirements;"streamlined"refers to frugality and incorruptibility;"safe"means ensuring personal safety and public health security;"splendid"means to honor China’s commitment to delivering successful games that integrate fine traditional Chinese culture and where athletes deliver brilliant performances. President Xi’s discourse is highly relevant to guiding the preparations for Beijing 2022 and leaving positive Olympic delivering experiences.
