党内法规制度体系建设的百年回顾与前景展望

从概念探索到制度积累,再到制度体系的基本建成,党内法规制度体系建设自建党以来经历了概念从无到有的嬗变、数量从少到多的积累、从零散到成体系的升华这三个阶段的发展。回顾党内法规制度体系建设百年历程,中国共产党始终将政治性摆在党内法规制度体系建设的首位,始终将党章作为党内法规的根本遵循,始终以党的领导和党的自身建设实践作为党内法规制度体系建设的实践根基,始终坚持立规和执规并重作为党内法规制度体系建设的基本要求。在建党100周年之际,比较完善的党内法规制度体系已经基本建立。党内法规体系建设在新的阶段应当持续推进党内高质量立规,加快推动党内法规法典化进程,推动备案审查、法规解释、实施评估机制一体建构与党内法规体系同国家法律体系的进一步衔接协调。
