摘要
抗战胜利后,依照战后国际社会赋予中国的权利,国民政府积极筹划南海诸岛的收复和进驻工作。经过几番商议和擘划,最终确定进驻人员由部队、气象台和视察团三部分人员构成。鉴于进驻工作对捍卫国家南海主权的重要性,国民政府在后勤保障工作方面做了详细而又周密的准备,不但制定了"优待发给"的方针,还从被服营具、主副食、药品和医具等方面具体落实,确保了进驻工作的顺利进行。在进驻工作完成并确定"永久性建设"方针之后,后勤保障工作更是成为秉轴持钧重点思考和推进的内容。详实的史料考证表明,后勤保障有力是国民政府顺利开展南海诸岛进驻工作的关键。国民政府进驻南海诸岛后,也通过改善驻岛人员后勤保障的方式提升管辖能力,维护和捍卫国家南海主权权益。
After the victory of the Anti-Japanese War,the national government actively planned the recovery of and settlement in the South China Sea islands according to the rights granted to China by the international community.After a series of discussions and plans,the troops,meteorological stations and inspection teams were finally selected as the garrison.In view of the importance of the garrison work in defending the national sovereignty of the South China Sea,the national government made the detailed and thorough preparations for the logistics support.Not only was the policy of "preferential treatment and distribution" formulated,but also clothing and equipment,staples and non-staple foods,medicine and medical equipment were fully considered so as to ensure the smooth progress of the garrison work.After the completion of the garrison and the determination of the "permanent construction" policy,the logistics support had become the key content of thinking and promotion.A detailed verification of historical data shows that the sufficient logistics support is the key for the national government to carry out the garrison in the South China Sea islands.With the settlement in the islands,the national government improved its jurisdiction,and safeguarded the sovereign rights and interests in the South China Sea by improving the logistics support for the personnel who stationed in the islands.
