从国家部署、海南发展、人民需要和国际担当的视角,综合分析了高质量高标准建设海南自由贸易港重要意义;从道路、理论、制度、文化等视角剖析了建设中国特色自由贸易港的优势,要坚持中国共产党的集中统一领导的顶层设计,发挥集中力量办大事的制度优势,以社会主义核心价值观为风险底线达成为人民群众谋福利的目的。最后,从建设路径、行政管理体制改革、产业培育、立法保障、人才培育、考核评价机制和实干氛围营造方面提出高质量高标准建设海南自由贸易港的若干建议。

From the comprehensive perspective of national deployment,Hainan’s development,people’s needs and international responsibilities,this paper analyzes the significance of building Hainan Free Trade Port with high quality and high standards.From the perspective of approach,theory, system and culture,it reveals the advantages of building the free trade port with Chinese characteristics.It is supposed to adherent to the top-level design of the centralized and unified leadership of the Communist Party of China,give full play to the institutional advantages in pooling all the resources to complete major missions,and achieve the purpose of working for the welfare of the people with the core socialist values as the bottom line of risk.Finally,a few suggestions are put forward for the high-quality and high-standard construction of Hainan Free Trade Port in terms of the construction path,the administrative management system reform,the industry cultivation,the legislation guarantee,the talent cultivation,the evaluation mechanism and the practical atmosphere.
