摘要
养老金调整是增强民众获得感和提升退休劳动者生活质量的重要机制。通过梳理改革开放以来中国基本养老金待遇调整政策的发展历程和阶段特征,深刻剖析中国形成外在干预式调整方式的原因,并在此基础上对中国养老金待遇调整政策进行全面、系统性评估,指出基本养老金待遇调整存在建制理念模糊、实践运行效果不佳、地区差异明显和适应能力较差等现实问题。在明晰调整机制的目标定位基础上,提出建立自动性、透明化和财务稳健的养老金调整机制的政策建议。
Pension adjustment is an important mechanism to enhance the sense of gain and improve the life quality of retired workers.This paper sorts out the historical evolution and development characteristics of China’s basic pension benefit adjustment policy since the reform and opening up,and then analyzes the reasons for the formation of external intervention adjustment.Based on this,a comprehensive and systematic evaluation of China’s pension adjustment policy is carried out.This paper sumarizes the practical problems existing in the adjustment of basic pension benefits,such as the vague concept of the establishment,the poor effect of the operation practice,the obvious difference between different regions and the poor adaptability.Finally,based on the clarifying the objective positioning of the benefit adjustment mechanism,some policy suggestions on establishing an automatic,transparent and financially sound pension adjustment mechanism was put forward..
