县域国土空间规划“多规合一”策略与实践探索——以涟水县为例

Strategy and Practice of"Multi-regulation Integration"in County Land Spatial Planning:A Case Study of Lianshui County

长期以来土地利用规划、城市规划以及生态环境保护规划等管理体系存在差异,国土空间规划体系建设的提出,各地积极开展“多规合一”理论与实践探索。涟水县作为苏北农业大县,耕地保护任务较重,近年来以打造淮安副中心作为战略定位,发展与保护的矛盾日益显现。本文通过分析国土空间规划体系背景下,涟水县“多规合一”工作框架的制定、国土空间开发底线摸底调查以及现行“多规”冲突研究等实践探索,提出县域国土空间规划“多规合一”政策建议,为县域“多规合一”理论与实践提供经验借鉴。

There were differences in management strategies among land use planning,urban planning,and eco-environmental protection planning.The local governments actively carry out the theory and practice of"Multi-regulation"exploration since the territorial spatial planning system has been put forward.Lianshui County is a large agricultural production county located in northern Jiangsu.The farmland protection task is very heavy.In recent years,the construction of sub-center of Huaian City makes the Lianshui County was involved in the contradiction between development and protection.In the present study,taking Lianshui County as a case,the framework of"Multi-regulation"and the bottom line survey of territorial spatial development were analyzed as well as the conflicts of"Multi-gauge".Some suggestions of"Multi-regulation"under the territorial spatial planning system were put forward.The results could provide references for the"Multi-regulation"in theory and practice.
