摘要
从居民、企业等多维视角出发,归纳出轨道服务、土地开发、站点接驳、政策机制、社会影响五大感知维度,结合多源大数据、政策机制文件、问卷调查与调研访谈等定量、定性方法,综合评价宁波市TOD发展成效。结果表明,宁波市TOD发展尚处启蒙阶段,存在客流强度低、人口岗位不集聚、土地利用低效、开发滞后、接驳设施不完备、政策机制不完善等问题,建议通过加强顶层设计、加快轨道网络化进程、完善政策体系、创新开发机制等提升改善。研究可作为宁波市制定TOD发展战略的依据,也为其他城市进行TOD评价工作提供参考。
Based on the multi-dimensional perspective of residents and enterprises,urban rail service,land development,station connection,policy mechanism,and social impact are summarized as the evaluation principles.Quantitative and qualitative methods such as multi-source big data,policy documents,questionnaires,and interviews are used to conduct a comprehensive evaluation of Ningbo.The result shows that the development of TOD in Ningbo is still in the enlightenment stage.There are problems such as low passenger flow intensity,low population and job density,inefficient land use,lagging land development,uncompleted station connecting facilities,and imperfect policy mechanisms.It is suggested to improve by strengthening top-level design,speeding up the process of urban rail networking,refining the policy system,designing innovated mechanisms,etc.The research can be used as the basis for developing the TOD strategy of Ningbo,and can also provide a reference for other cities to carry out TOD evaluation.
