摘要
城市轨道交通PPP项目具有投资规模大、合作周期长、外界不可预见因素多等特点,为保障政企双方长期合作平稳有序、提升轨道运营服务质效,以深圳市轨道交通13号线PPP项目为例,全面识别项目建设运营风险,针对关键影响因素提出相应的管控机制及策略,以期为组织轨道交通PPP投融资研究的相关政府部门及咨询机构提供参考和借鉴。
Urban Rail Transit PPP Project is characterized by large investment,long cooperation Period and many unforeseen factors.To ensure a stable and orderly long-term cooperation between the government and enterprise and Improve the efficiency and quality of metro operation service,risks in metro construction and operation were identified comprehensively and control mechanism of key factors were put forward based on Shenzhen Metro Line 13 which provide references for government and relevant consulting institution to study metro PPP projects.
