海南省绿色公路规划设计阶段评价体系研究

Study of Evaluation System for Green Highway Planning and Design in Hainan Province

科学的评价体系是绿色公路建设的前提。为解决海南省绿色公路评价体系不完善的问题,深入分析了绿色公路规划设计阶段关键控制因素,提出了基于压力-状态-响应框架模式的绿色公路规划设计阶段评价指标体系构建方法及结合绿色公路建设五大任务和地域特色的评价指标体系结构优化方法;构建了包括基础指标和特色指标的海南省绿色公路规划设计阶段评价指标体系,其中基础指标包含5项一级指标、19项二级指标和34项三级指标,特色指标包含3项一级指标,7项二级指标和14项三级指标。采用层次分析法确定了各级评价指标权重;确定了绿色公路规划设计阶段评分标准和等级评定方法;运用建立的评价体系对万洋高速公路规划设计阶段进行了评定。结果表明:海南省绿色公路规划设计阶段评价体系可涵盖待评定公路的总体内容,具有较强的可行性和适用性;万洋高速公路规划设计阶段评定为AAAAA级绿色公路,绿色公路实现程度高。海南省绿色公路规划设计阶段评价体系对提升海南省绿色公路建设水平、推广绿色公路技术发展具有重大意义,同时可为国内其他地区绿色公路评价提供借鉴。

A scientific evaluation system is the prerequisite for green road construction.In order to solve the problem of incomplete green highway evaluation system in Hainan Province,the key control factors of green highway planning and design are clarified in-depth,the method of establishing evaluation indices system based on pressure-state-response mode is proposed in this paper;and the optimization method of the evaluation indices system combining the"five major tasks of green highway construction"and regional characteristics is also proposed.The evaluation indices system includes basic indices,and characteristic indices in Hainan Province is established;the basic indices includes 5 types of primary assessments,19 secondary indices and 34 third grade indices;the characteristic indices includes 3 types of primary assessments,7 secondary indices and 14 third grade indices.The corresponding weights of the evaluation indices are calculated by AHP;the marking standard and the method of grade evaluation are determined.The evaluation system is applied to evaluate the planning and design section on the WanningYangpu Expressway in Hainan Province.The results show that the evaluation system for green highway planning and design in Hainan Province can completely cover all the contents in the highway to be evaluated with strong feasibility and applicability.The Wanning-Yangpu expressway is assessed as an AAAAA green road in the planning and design stage,with high degree of accomplishment.The evaluation system for green road planning and design stage in Hainan Province proposed in this paper has great significance for improving the level of green highway construction and promoting the development of green highway technologies,which can provide reference for the green road evaluation in other regions of China.
