构建亲清政商关系的制度体系研究

A Study on the Institutional System of Establishing a New Type of Cordial and Clean Relationship between government and business

中国特色社会主义新时代,加强亲清政商关系的制度建设尤为重要。当前政商关系的制度建设存在的问题有:公平、竞争的市场制度尚未健全,公正的法治制度尚待完善,与民营企业发展相关的政务制度尚待改进,商业运行制度尚待明晰,中介组织运行尚待规范、金融服务民营企业制度尚不完善等。在此基础上,提出构建亲清政商关系的制度体系,即完善市场主体公平竞争的市场制度,健全促进民营经济发展的法治制度,创新民营经济服务的政务制度,改进民营经济发展的商业制度,规范中介组织服务质量提升的运行制度,健全民营企业金融服务制度。

In the new era of socialism with Chinese characteristics,it is particularly important to strengthen the institutional construction of a new type of cordial and clean relationship between government and business.On the basis of summarizing the study of the government-business relationship,this paper puts forward the way of establishing institutional system of the new type of government-business relationship.At present,the problems in the institutional construction of the government-business relationship are as follows:the fair and competitive market system is not yet completed;the transparent law system is yet to be improved;the administrative system related to the development of private enterprises is yet to be improved;the commercial operation system is yet to be clean and the operation of intermediary organizations is yet to be standardized.This paper argues that to establish the institutional system based on the new type of government-business relationship,is to establish a market that allows for competition,to complete the legal system that supports the development of the private economy,to innovate the administrative system,to advocate the healthy commercial system and to standardize the operation system of intermediary organizations serving private enterprises.
