全面推进现代学徒制的现实困境与突破路径

The Realistic Dilemma and Breakthrough Path of Comprehensive Promotion of Modern Apprenticeship

我国现代学徒制经过三轮试点积累了不少成功经验,但各参与方对现代学徒制理解的偏差、项目经费支持不足、政策支持与机构保障不力、相关标准制定与执行难及双导师质量参差不齐等问题,已成为制约我国现代学徒制发展的主要障碍。全面推进现代学徒制,需要引导各方正确认识现代学徒制的价值,加大专项经费投入,完善制度与机构保障,制定系统的学徒制人才培养标准体系,建立科学的双导师选拔与激励机制。

Copious successful experiences have been accumulated after three rounds of pilot projects in modern apprenticeship.However,the discrepancy in understanding of modern apprenticeship by participants,insufficient support of project funds,ineffective policy support and institutional guarantee,difficulty in formulating and implementing relevant standards and uneven quality of double gualified tutors have become the main obstacles restricting the development of modern apprenticeship in China.To comprehensively promote modern apprenticeship,it is necessary to guide all parties to correctly understand the value of modern apprenticeship,to increase the investment in special funds,to improve the system and institutional guarantee,to formulate a standard system for the talents training of apprenticeship,and to establish a scientific mechanism of selection and incentive for double qualified tutors.
