逆全球化背景下欧盟贸易救济新态势与我国对策

EU Trade Remedies and China's Corresponding Countermeasures——in the Situation of Anti-globalization

在逆全球化背景下,贸易保护升级,各国间贸易摩擦加剧,贸易救济等保护措施频发。本文在系统梳理2008年至2020年欧盟在全球范围内发起的贸易救济案件的数量、结构、状态等历史数据的基础上,研究分析了逆全球化背景下欧盟实施贸易救济的新态势。发现欧盟被诉国的贸易救济案件中,我国是被实施贸易救济措施最多的被诉国,而且是同时涉及到反倾销、反补贴、保障措施三类案件的唯一国家。针对欧盟对我国贸易救济力度日趋强硬、全面升级的态势,我国应从政府、企业、行业层面采取完善贸易救济制度、深化我国经济体制改革、理性认识欧盟发起贸易救济的本质等措施积极应对,最大限度挽回对我国造成的负面影响。

At present,the increase in anti-globalization sentiments and trade protectionist rhetoric and actions have intensified trade frictions between countries.Thus,trade remedies and other protective measures are frequently employed.This paper makes a systematical review of the historical data on the number,structure and status of trade remedies initiated by the EU worldwide from 2008 to 2020.On this basis,the new situation in this respect is further studied and analyzed.It is found that among these remedy cases,China is the country restricted by most trade remedy measures,and the only country simutaneously involving anti-dumping,countervailing and safeguard measures.In view of the increasingly tough and comprehensive remedy measures against China,the Chinese government,enterprises and industries should actively take countermeasures such as improving China's trade remedy system,deepening the restructuring of China's economic system and rationally understanding the nature of the EU's trade remedy practice,so as to minimize the negative impact of these remedies on China.
