广东电网应急通信综合应用平台研究及建设 被引量:8

摘要 针对电力应急通信面临的应急装备无法统一管理和使用、应急人员与装备无法自动绑定以及多种制式通信装备无法融合互通问题,提出采用面向服务的体系架构(service-oriented architecture,SOA)、融合通信和WebGIS技术,研制广东电网应急通信综合应用平台,并对接卫星通信系统、北斗卫星导航系统、集群对讲系统、统一通信系统、地理信息系统和南方电网应急通信综合应用平台,实现基于电网GIS的指挥调度、队伍信息实时更新、安全防护围栏和装备智能定检管理。该平台可实现广东电网应急通信装备的统一管理、季度定检,并在抗击台风、保电保障等任务中发挥重要作用,有效提升应急通信指挥的效率和应急装备的管理水平。 Aiming at the problems of electric power emergency communication,including the failures in unified management and use of emergency equipment,as well as automatic binding between the emergency personnel and equipment,and the integration and intercommunication of various standard communication equipment,this paper proposes to develop an integrated application platform for emergency communication in Guangdong power grid by adopting the service-oriented architecture(SOA),integrated communication and WebGIS technology.Meanwhile,it proposes to connect this platform with the satellite communication system,Beidou satellite navigation system,trunking intercom system,unified communication system,geographic information system and emergency communication integrated application platform of CSG,so as to realize the command and dispatch,real-time update of team information,safety fence and equipment intelligent regular inspection management based on power grid GIS.The platform can realize the unified management and quarterly inspection of the emergency communication equipment of Guangdong power grid company,and play an important role in the tasks of fighting against typhoon and ensuring power supply,which effectively improves the efficiency of emergency communication command and the management level of emergency equipment.
