Rural basic management system is an important institutional arrangement concerning rural development.With the development of agriculture and rural areas into a new stage,the rural basic management system problems are increasingly prominent.Unclear land property rights,market failure of land transfer,imbalance of unification and division,and difficulties in developing appropriate scale operation restrict the upgrading of rural industrial structure and hinder the process of socialized services.With the advancement of the rural revitalization strategy,we must take land system reform as the main line,firmly grasp the direction of reform,and accelerate the improvement of the basic rural operation system.
