应对学术腐败:质量保障机构的责任——基于美国高等教育认证委员会(CHEA)三份报告的解读

Combatting Academic Corruption:the Responsibility of Quality Assurance Organization Based on the Interpretation of the Three Reports of the CHEA

学术腐败是全球高等教育领域共同面临的问题。质量保障机构源于其自身在维护高等教育质量标准方面特殊的角色,享有对高等教育机构进行问责和监控的权力,显然能够预防和发现高等教育领域的腐败和不当行为。为预防和应对高等教育领域的学术腐败,质量保障机构主要采取以下措施:积极完善自身权责内容,明确作出减少腐败承诺;确保监督过程透明廉洁,时刻警惕保证随时出击;努力推动多元主体合作,建构应对学术腐败网络;标准支持、立法呼吁、开展研究。从质量保障机构在应对学术腐败方面的策略来看,其特色主要体现在注重自身净化、强调预防为主、追求多元合作三个方面。借鉴他者的经验,一方面需要重新审视质量保障机构在应对高等教育学术腐败方面的角色与能力,另一方面需要建立质量保障机构应对学术腐败的策略系统。

Academic corruption is a common problem in the field of global higher education.Because of its special role in maintaining the quality standards of higher education,quality assurance organizations are empowered with accountability and monitoring of higher education institutions,and obviously,it is possible to prevent and detect corruption and misconduct in higher education.The quality assurance organizations can prevent and deal with the academic corruption in higher education in following ways:firstly,actively improving their own rights and responsibilities,and making commitment to reduce corruption;secondly,ensuring the transparency and integrity of the supervision process,and being vigilant at all times so as to be able to crack down on corruption at any time;thirdly,promoting the cooperation of multiple subjects,and constructing the network to deal with academic corruption;in addition,supporting standard,appealing to legislation,and carrying out research and other measures.From the perspective of the strategies of quality assurance organizations in dealing with academic corruption,its characteristics are mainly reflected in three aspects:paying attention to self purification,prioritizing prevention,and pursuing diversified cooperation.To learn from the experience of others,on the one hand,we need to re-examine the role and ability of quality assurance organizations in dealing with academic corruption in higher education;on the other hand,we should establish the strategy system of quality assurance organizations to deal with academic corruption.
