基于屏障模型的风险管理基础术语辨析

Analysis of Basic Terms of Risk Management Based on the Barrier Model

为厘清风险管理基础术语间的相互关系,本文基于屏障模型对危害因素、危险源和隐患,风险和危害因素这2组风险管理基础术语的相互关系进行辨析;并通过屏障模型探究事故致因机理与事故防控的相关理论。研究表明:Hazard对应的中文翻译为危害因素,危害因素可分为源头类危害因素(危险源)与衍生类危害因素2大类,衍生类危害因素可分为潜在型危险因素与现实型危险因素(隐患);危害因素有与之相对应的风险,衍生类危害因素决定着发生事故的可能性;源头类危害因素决定着事故后果严重程性。屏障模型可作为屏障理论的基本模型。

In order to clarify the relationship among the basic terms of risk management,in this paper,the interrelation of two groups of basic terms of risk management,i.e.,the group of hazard,hazard source and Yinhuan and the group of risk and hazard,is analyzed,and theories in connection with accident cause theory and accident prevention and control based on the barrier model.The results show that hazard can be classified into two categories of source-type hazard(hazard source)and derived hazard,and the derived hazard can be classified into potential hazard and actual hazard(Yinhuan);that hazard has the corresponding risk and the derived hazard decides the likelihood of an accident;and that source-type hazard decides the severity of accident consequence.Barrier model can be regarded as a basic model of barrier theory.
