对安全生产内涵与外延的新思考

New Reflect on the Connotation and Extension of Safe Production

为进一步探讨安全生产的内涵和外延,更好地发挥安全生产在企业管理及社会实践中的作用,本文从安全管理理论转变与安全生产实践的发展研究出发,通过对社会化大生产和"大安全"管理格局下安全生产的思考,借鉴质量管理、业务连续性管理(BCM)等现代化管理思路和研究成果,提出安全生产"是指组织在既有管理体系及资源条件下,抵御各种风险因素可能产生的不利影响,保障生产经营活动顺利进行,实现可接受目标水平的能力"的定义。基于"能力"的安全生产定义,更加全面地诠释安全生产内涵与外延,把安全生产从"活动"学说提升为基于"能力"的学说。

In order to further explore the connotation and extension of the safe production and make great efforts to enterprise and social safety management,in this paper,safe production is discussed under the situation of socialized large production and"big safety"management on the basis of the transformation of safety management theory and the practice of safe production.The definition of safe production is put forward,i.e.,safe production is an ability that organization resists unfavorable influences resulted by all kinds of risk elements,ensures do well in production and operation activities and achieves an acceptable target level.The definition of safe production based on"ability"interprets more comprehensively the connotation and extension of safe production and promotes safe production from"activity"thesis to"ability"thesis.
