摘要
水环境功能区水质改善与达标是建设海绵城市的一项重要目标,其核心手段是将污染物总量控制在水环境容量允许的范围之内。本文以迁安市海绵城市建设为例,将水污染负荷削减至水环境容量之内作为基本要求,计算出试点面源污染削减率的目标,制定有针对性的海绵城市建设规划措施,以实现各分区污染物减排和水质达标的目的。
The improvement and standard of water quality in the water environment functional area is an important goal of building sponge city.The core means is to control the total amount of pollutants within the allowable range of water environment capacity.Taking the sponge city construction of Qian'an city as an example,the paper took the water pollution load reduction to the water environment capacity as the basic requirement,calculated the target of the pilot non-point pollution reduction rate,and formulated the targeted sponge city construction planning measures to achieve the goal of pollutant emission reduction and water quality standard in each district.
