疫情防控下中超联赛组织与管理的经验与启示

Experience and Enlightenment of Super League Organization and Management Under Epidemic Prevention and Control

采用现场观察法和调研访谈法,运用协同治理理论和社会责任理论,深入分析2020年中超联赛组织与管理的利弊得失,以期为疫情防控下的大型体育赛事举办提供有益的借鉴。研究结果表明:两级组委会的建立是赛会成功的组织保障;疫情防控是2020年中超联赛的主旋律与前提条件;赛会制与模拟主客场制结合是中超联赛的可选择之举;裁判队伍的公正执法是赛会成功的重要因素;创新新闻传播方式方法成为受众的观赛诉求;以社会效益为先是商务运营工作所承担的社会责任;加强纪律监督工作是赛会顺利进行的纪律保证。启示:进一步提高疫情防控下的观众入场率,裁判员队伍建设亟待加强,加强外籍教练与本土教练的传帮带,上场外援数量值合理化,进一步发挥中超联赛对中国足球发展的引领作用,赛会制的竞赛规程可以更加科学化,打造多元化的商务运营模式。

In this paper,the advantages and disadvantages of the organization and management of the Chinese Super League in 2020 are analyzed in depth by using the methods of field observation,investigation and interview,collaborative governance theory and social responsibility theory,in order to provide useful reference for the hosting of large-scale sports events under the epidemic prevention and control.The results show that the establishment of two-level organizing committees is the organizational guarantee for the success of the games;Epidemic prevention and control is the main theme and prerequisite of Super League in 2020;The combination of competition system and simulated home and away game system is an optional move in Super League;The fair enforcement of the referee team is an important factor for the success of the game;Innovative ways and means of news communication have become the audience’s appeal for watching the game;Taking social benefits is the first social responsibility undertaken by business operations;Strengthening discipline supervision is the discipline guarantee for the smooth running of the games.Enlightenment:further improving audience admission rate under epidemic prevention and control;enhancing referee team construction;strengthening the mentoring of foreign coaches to native coaches;scientizing the quantity of on-field foreign players;further carrying forward the leading function of the Super League on the development of Chinese football;making the competition rules of tournament system more scientific;and building up diversified business operation modes.
