On the Political Economy Implications of the Combination of Socialism and Market Economy

资本具有二重性(生产力属性和生产关系属性),由国有资本、集体资本、非公资本构成的市场必然具有二重性。社会主义与市场经济相结合的难点在于深入理解市场二重性,既充分发挥市场的生产力属性,又驾驭其生产关系属性,使之服务于社会主义生产目的。党和政府作用的有效发挥,是解决这一难点的必要条件。社会主义与市场经济的结合具有两层政治经济学含义:一是通过有为政府和有效市场更好结合,来处理好政府与市场之间的关系;二是通过构建"亲"和"清"的新型政商关系,来处理好政府与非公资本之间的关系。

Capital has duality,namely the attributes of productivity and the attributes of productive relations,resulting in the duality of Chinese market,which is formed by state-owned capital,collective capital and private capital.The difficulty of combining socialism and market economy lies in the deep understanding of the duality of the market,which requires both giving full play to the attributes of productivity and controlling the attributes of production relations,to make the market serve the purpose of socialist development.The effective function of the roles of the Party and the government is the necessary condition to solve this difficulty.Therefore,there are two political economy implications of the combination of socialism and market economy.One is to handle well the relationship between the government and the market by better combining successful government and efficient market.The other is to deal properly with the relationship between the government and the private capital by building the new close and clean relationship between politics and business.
