新发展格局下中国实现碳达峰、碳中和的现状、挑战及对策 被引量:23

摘要 中国提出2030年实现碳达峰、2060年实现碳中和目标对国家实现经济社会绿色发展及世界低碳发展具有重要意义。当前,中国低碳发展取得了一定成效,但在实现碳达峰、碳中和目标过程中,仍然面临低碳技术发展不足、建筑能耗趋高、碳交易体系不完善等多重挑战。新发展格局下,应采取强化技术发展部署,促进绿色低碳技术创新;加快推进节能减排工作进程,落实减污降碳;完善碳交易市场运行机制,确保碳交易有序开展;构建现代化能源网络,实现能源系统结构“智慧化”转型等措施,确保碳达峰、碳中和目标实现。 It is of great significance for China to achieve the goals of emission peak by 2030 and carbon neutrality by 2060 for the country to achieve green economic and social development and low-carbon development in the world.At present,China′s low-carbon development has achieved certain results,but in the process of achieving the goal of emission peak and carbon neutrality,we are still facing multiple challenges such as insufficient development of low-carbon technology,increasing building energy consumption and imperfect carbon trading system.Under the new development pattern,we should strengthen the deployment of technology development and promote green and low-carbon technology innovation;accelerate the process of energy conservation and emission reduction,and implement pollution and carbon reduction;improve the operation mechanism of carbon trading market to ensure the orderly development of carbon trading.We should build a modern energy network,realize the"intelligent"transformation of the energy system structure to ensure the realization of the goal of emission peak and carbon neutrality.
