湿地资源调查与湿地监测的比较研究

湿地资源调查和湿地监测是获取湿地资源及其环境变化信息的重要手段,其结果能够提供管理和决策所需要的核心信息,可以为湿地的保护、管理和合理利用提供重要的决策依据。目前,在中国湿地资源的管理工作中,尚未明确区分湿地资源调查与湿地监测的内涵和差别,因此,在实践中还不能将二者完全分开。对国内外湿地资源调查和湿地监测的发展概况进行综述;通过对比,分析了二者的关系和区别;湿地资源调查侧重于掌握湿地资源现状,其具有周期长、尺度大和时效性差的特点;湿地监测偏重于掌握湿地动态,其具有持续性、频次高和实时性强的特点;最后,提出了未来湿地资源调查和湿地监测应该关注的问题。

Wetland resources inventory and monitoring are important means to acquire the wetland resources and their environment changes, whose results would provide the core information needed for management and policy making, as well as decision basis for wetland protection, management and wise utilization. However,the connotations and difference between wetland resources inventory and wetland monitoring have been not clearly distinguished in the management of wetland resources in China at present, leading to be less able to completely distinguish them. This paper summarized wetland resources inventory and wetland monitoring profile at home and abroad, and analyzed the relation and difference between wetland resources inventory and wetland monitoring through comparison. It is found that the former focused on grasping the status, with long period, large scale but lack of timeliness, however, the latter emphasised the trend, with sustainability, high frequency and instantaneity. The key issues and future perspectives of wetland resources inventory and wetland monitoring were also reviewed.
