新乡贤参与乡村治理的路径研究--基于黄山市歙县的考察

The Path of New Country Talent's Participation in Rural Governance:A Study Based on She County in Huangshan City

乡村振兴人才为要,在当前乡村治理过程中,主体日渐多元化。新乡贤作为乡村治理的重要力量,对解决乡村基层社会问题,构建和谐关系发挥了重要作用。黄山市歙县新乡贤参与治理的实践中,存在保障机制缺失导致新乡贤回归困难;监督机制缺失带来"精英俘虏"现象;组织内部管理松散,形成派系滋生现象。针对如上问题,应通过加强机制和平台建设,吸引新乡贤返乡;构建监督机制,明确新乡贤治理的角色定位;完善组织内部决策和考核制度,规范和引导新乡贤参与治理的行动,以激发新时代乡村建设主体的内生性动力,推动农村地区基层治理和社会建设水平的综合提升。

It is important for rural areas to rejuvenate their talents.In the current rural governance process,the implementation subject is increasingly diversified.As an important force of rural governance,new country talent have played an important role in solving rural grassroots social problems and building harmonious relations.Through the case analysis of"She County"in Huangshan City,we understand the present situation of new country talent's participation in rural governance.It is found that in the practice of new country talent's participation in governance in Huangshan City She County.There is a lack of guarantee mechanism,which leads to the difficulty of new country elites return.The absence of supervision mechanism brings the phenomenon of"elite monopoly of resources".And the internal management of the organization is imperfect,forming the phenomenon of faction breeding.To address these issues,there is need to strengthen the mechanism and platform construction to attract new country talent to return home;to build a supervision mechanism to clarify the role of governance of new country talent positioning;to perfect the internal decision-making and assessment system of the organization,and to standardize and guide the actions of new country talent to participate in governance.In order to stimulate the endogenous power of the rural construction subject in the new era,and promote the comprehensive improvement of basic-level governance and social development in rural areas.
