坚持和加强党对高校全面领导是新时代高等教育领导体制的理论升华,是建设社会主义高等教育强国的时代要求,是推动高校党的建设高质量发展的实践需要。党对高校全面领导是系统的、整体的、发展的、全方位的,在其内容体系中,管党治党是实践起点,办学治校是价值原点,深化改革是战略支点,立德树人是关键落点。要实现党对高校全面领导,必须健全完善党委领导下的校长负责制运行机制、党领导下的教授治学运行机制、党领导师生参与民主管理运行机制,把党的领导落实到办学治校全过程各方面,确保党始终成为高校改革发展的坚强领导核心,推动高等教育高质量发展。

Adhering to and strengthening the Party’s overall leadership over colleges and universities is the theoretical sublimation of the leadership system of higher education in the new era,the requirement of the times for building a powerful socialist higher education country,and the practical need for promoting the high-quality development of Party building in colleges and universities.The Party’s overall leadership over colleges and universities is systematic,overall,developing and all-round.In its content system,party management is the starting point of practice,school management is the origin of value,deepening reform is the strategic fulcrum,and moral education is the key point.In order to realize the Party’s overall leadership over colleges and universities,we must improve the operation mechanism of the president responsibility system under the leadership of the Party committee,the operation mechanism of professors’academic research under the leadership of the Party,and the operation mechanism of teachers and students’participation in democratic management under the leadership of the Party.We must implement the Party’s leadership in all aspects of the whole process of running a school and running a university,so as to ensure that the Party has always become a strong core of leadership in the reform and development of colleges and universities,and promote the high-quality development.
