由于发电侧存在的市场力形式多、识别难、监管难等问题,有效防范电力市场中的各类风险,保证市场的公平竞争具有重要意义。本文在全面分析市场力风险的基本特征及处置难点问题的基础上,提出了一套适合我国国情的电力市场力风险防范及监管处置的理论和方法。该方法通过对电力市场运营大数据进行风险形式库分析、风险可能性分析、风险逻辑分析,并建立了完整的风险管控体系,最终得出有效、可靠的风险分析结果,能为电力市场法规化处置提供有力的监管依据。通过算例分析,该防范风险方法能对潜在风险提前进行全面梳理和识别,为市场监管人员有效监管提供新思路。

Due to the problems of many forms of market power, difficult identification and supervision, it is of great significance to effectively prevent all kinds of risks in the electricity market and ensure fair competition in the market. Based on a comprehensive analysis of the basic characteristics of market power risk and the difficulties in its disposal, this paper puts forward a set of theories and methods suitable for China’s national conditions of electricity market power risk prevention and regulatory disposal. Through the analysis of risk form database, risk possibility and risk logic of power market operation big data, this method establishes a complete risk management and control system, and finally obtains effective and reliable risk analysis results, which can provide a strong regulatory basis for the legal disposal of electricity market.Through the example analysis, the risk prevention method can comprehensively sort out and identify the potential risks in advance, and provide new ideas for the effective supervision of market regulators.
