乡村振兴战略下农村高质量发展测度研究——基于陕西951份调研问卷的实证分析

Study on the Measurement of Rural High Quality Development under the Strategy of Rural Revitalization:Empirical Analysis Based on 951 Questionnaire from Shaanxi Province

文章设计了乡村振兴战略下测度农村高质量发展水平的调研方案,编制了调查问卷,实地调研了陕西省10个县区33个行政村,获取了951份有效问卷,运用熵权TOPSIS法对陕西农村高质量发展子系统水平及总水平进行实证分析。调查问卷包含就业质量、教育环境、医疗卫生、养老保障、生态环境、食品安全、政府治理七类子系统28个测度指标。研究发现:陕西省农村高质量发展综合水平较为均衡,但整体水平有待提升;分地区看,关中领先,陕北居中,陕南滞后。最后明确提出改善农村地区高质量发展水平的政策建议。

This paper designs the research scheme to measure the high quality development level of rural areas under the strategy of rural revitalization,compiles the questionnaire,investigates 33 administrative villages in 10 counties and districts of Shaanxi Province on the spot,obtains 951 valid questionnaires,and uses entropy weight TOPSIS method to carry on the empirical analysis to the level and total level of the high quality development subsystem in Shaanxi rural areas.The questionnaire contains 28 measures of employment quality,educational environment,medical and health care,old-age security,ecological environment,food safety,government governance seven sub-systems.It is found that the comprehensive level of high quality rural development in Shaanxi Province is more balanced,but the overall level needs to be improved.Guanzhong leading,northern Shaanxi in the middle,southern Shaanxi lag.Finally,it makes clear policy recommendations to improve the high quality development level in rural areas.
