基于绩效考核理念的规划实施效能三维评估方法探索

Three-Dimensional Evaluation Method of Planning Implementation Efficiency Based on the Concept of Performance Assessment

在生态文明新时代,随着国土空间规划体系的改革不断深入,规划理念发生了转变,规划实施评估的重要性逐渐凸显。然而,目前在国土空间规划实施的监测评估中,存在对不同性质指标的评估未加以区分、评估维度单一、忽视指标实施客观条件和评估结果对后续规划实施引导作用较少等问题。基于此,文章借鉴绩效考核的相关理论方法,构建基于指标完成度、推进程度与发展潜力3个维度的规划实施效能评估方法,优化传统的规划实施指标评估流程,并通过湖北省某县2015~2018年的规划实施数据进行实证,验证了该方法的可行性和有效性。

In the new era of ecological civilization,the evaluation of national territory spatial planning implementation is getting more and more important.Existing evaluation has weakness in differentiating indicators,single dimension of evaluation,consideration of objective conditions,guidance on follow-up plans etc.Learning from performance assessment theory and approaches,the paper establishes a planning implementation evaluation method from three dimensions:completion degree,recent progress degree,development potential.It improves traditional planning implementation evaluation process,and proves feasible and effective in the practice of a county’s evaluation based on its data from 2015 to 2018.
