包容性、韧性与舒适性:《新城市议程》对我国城市发展的启示

Inclusiveness,Resilience,and Amenity:The Illumination of New Urban Agenda on Chinese Urban Development

文章通过对《新城市议程》的发展脉络与关键词等进行分析,归纳出其核心内涵为包容性、韧性与舒适性,同时对欧美地区、亚太地区、非洲地区等的规划响应进行梳理与汇总。在此基础上,站在我国“十四五”规划开局之年的历史方位,提出了我国城市的发展路径和新时代政策架构的演绎框架。文章认为,除了要发挥大城市的“城市化经济”效应、中小城市的“地方化经济”效应,我国还要借鉴《新城市议程》的精髓和理念,着力提升大城市的包容性、中等城市的韧性及小城市的舒适性。

New Urban Agenda is a guideline of urban development by the United Nations.The paper analyzes the context and keywords of the agenda,concludes its core content as inclusiveness,resilience,and amenity,and summarizes its responses from Euro-America,Asia-Pacific,and Africa.From the perspective of the start year of China’s 14th Five-Year Plan,it proposes Chinese urban development path and policy structure in the new era.Large cities shall develop“urban economy”,middle and small cities shall develop“local economy”.China shall learn the concept and core of the agenda,improve the inclusiveness of large cities,resilience of middle cities,and amenity of small cities.
