全域土地综合整治视角下国土空间规划应对策略研究--以江苏省建湖县高作镇为例

National Territory Spatial Planning Strategy from the Perspective of Overall Land Use Reorganization:Gaozuo Town,Jianhu County

国土空间规划是实施全域土地综合整治的规划依据,而全域土地综合整治又是规划实施的平台和手段。文章通过分析全域土地综合整治的内涵及其与国土空间规划的关系,梳理、总结了国土空间规划体系中市县、乡镇、村庄3个层级规划中关于全域土地综合整治的管控内容、重点及其上下传导的衔接关系,并以国家级全域土地综合整治试点—江苏省建湖县高作镇为例,探索并验证了村庄规划对全域土地综合整治进行“三管控一引导”的技术方法,以期为各地开展相关规划编制工作提供借鉴。

National territory spatial planning is the basis of overall land use reorganization,and overall land use reorganization is the approach and platform of planning implementation.Based on an analysis of the connotation of overall land use reorganization and its relation with national territory spatial plan,the paper studies the governance content,emphasis,and transmission of land use reorganization in land and space planning at county,town,and village levels.With Gaozuo town,a national experimental site of overall land use reorganization,as an example,the paper verifies the“three governance,one guidance”technique of overall land use reorganization in village planning.It provides a reference for planning compilation for other places.
