云南高原坝区全要素管控重点与空间规划策略

Plateau Basin Spatial Governance Based on All Elements Control,Yunnan Province

近年来,人口的迅速增长、经济的快速发展及各项建设活动的日益增多,对高原坝区的生态环境及耕地资源造成了不小的破坏,因此需要有效预防和治理高原坝区建设“乱”象,保护坝区的优质水资源和耕地,控制坝区城镇无序扩展,打造生态优良、生产高效、生活美好的坝区环境。文章在分析云南高原坝区各要素存在问题的基础上,结合新时代的生态文明思想及国土空间规划内涵,梳理“山水林田湖草城”各要素的管控重点,进而从总体空间布局、分区规划、分类规划、整体风貌管控和设施布局等方面提出基于全要素管控的高原坝区空间规划策略,希望能为同类地区的空间规划提供参考。

Rapid population growth and fast economic development have caused much destruction to ecological environment and farmland resource.It is imperative to correct the construction problems,protect water and land resources,and build beautiful environment in the plateau basins.With a systematic analysis of the problems in the plateau basins,the paper reviews the key governance points of“mountain,water,forest,farmland,lake,grass,city”based on ecological civilization concepts and national territory spatial planning connotation,and puts forwards spatial governance strategies from overall spatial layout,district plan,specialty plan,general feature governance,and facility layout.It provides a reference for spatial planning and governance of other similar areas.
