以互联网、云计算、区块链及人工智能为代表的信息科技催生数字经济的蓬勃发展,经济的数字化亟待新的贸易规则。2020年签署RCEP以独立章节形式引入电子商务章节。亚太地区国家在新一轮电子商务/数字贸易规则制定中一直保持积极态势,成为全球电子商务/数字贸易规则制定的一股新力量。RCEP作为区域贸易协定成为多边框架电子商务/数字规则谈判的试验场。

Information technology represented by the Internet,cloud computing,blockchain and artificial intelligence has given birth to the vigorous development of the digital economy,and the digitalization of the economy urgently needs new trade rules.In 2020,RCEP introduced the e-commerce chapter in the form of a separate chapter.Countries in the Asia-Pacific region have maintained a positive attitude in the formulation of the new round of e-commerce and digital trade rules,and have become a new force in the formulation of global e-commerce and digital trade rules.As a regional trade agreement,RCEP has become a testing ground for multilateral framework e-commerce and digital rule negotiations.
