基于灰色层次分析法的公共服务项目绩效评价实证--以公共场所母乳哺育室为例

Performance Evaluation of Breast-feeding Room Welfare Project in Public Places based on Grey-AHP

以苏州市公共场所母乳哺育室项目为例,论文构建母乳哺育室建设管理的综合绩效评价体系,运用灰色层次分析法对不同场所类型母婴室的绩效管理进行评估。作为一项政府购买公共服务项目,母婴室建设管理过程中涉及政府、第三方机构和服务对象等多个主体。评价过程中加入专家判断力权值,构造群组综合判断矩阵,有助提升绩效评估的合理性。评价结果表明,(准)公共部门母婴室建设管理绩效总体优于市场部门。

As an example for the project of breast-feeding room in public places in Suzhou,a comprehensive performance evaluation system for the construction and management of breast-feeding room was established,and the performance management of different places of breast-feeding room was evaluated by using the Grey-AHP.As a public service project purchased by the government,the construction and management of the mother and baby room involves many subjects such as the government,the third-party organizations and service objects.In the evaluation process,expert judgment weight is added to construct group comprehensive judgment matrix,which is helpful to improve the rationality of performance evaluation.The evaluation results show that the performance of the construction and management of the public sector is better than that of the market sector.
