关于药品耗材跨区域联盟采购的思考

Thoughts on Cross Regional Alliance Procurement of Drugs and Consumables

药品和医用耗材集中带量采购在深化医药服务供给侧改革中发挥着引领作用,是确保群众获得优质实惠医药服务的重要保障。随着国家药品耗材集中带量采购的常态化、制度化开展,跨区域联盟采购在各地广泛开展。但各自的采购范围和竞价规则却各不相同。本文旨在梳理国家组织药品耗材集采和省级药品耗材跨区域联盟采购的发展历程及主要特征,在总结各自特点的基础上,比较当前跨区域联盟采购的优势与短板,并为优化联盟采购提出可行性建议。

The centralized procurement of drugs and medical consumables plays a leading role in deepening the reform of the supply side of medical services and is an important guarantee to ensure that people can obtain high-quality and affordable medical services.With the normalization and institutionalization of national centralized procurement of drugs and consumables,cross regional alliance procurement is widely carried out in various places.However,their procurement scope and bidding rules are different.This paper aims to sort out the development process and main characteristics of national organization drugs and consumables centralized procurement and provincial drugs and consumables cross regional alliance procurement,compare the advantages and disadvantages of current cross regional alliance procurement on the basis of summarizing their respective characteristics,and put forward feasible suggestions for optimizing alliance procurement.
