长期护理保险评估工具既保障了受益人享受应有的护理服务,也是防止道德风险发生的重要制度安排,可谓是长护险制度的"守门人"。国际上长护险评估工具已经过三代更迭,评估维度的选取更加多元,量表设计趋于多机构间兼容,更加以需求为本。我国评估工具已开始发展迭代,在评估范围的选择上不仅维度多元,且与目前政策目标、当地评估能力和服务供给能力等紧密相关。在未来统一评估工具的构建上,量表应充分吸收总结国内外先进经验,实现甄别受益人、给付待遇衔接和提供服务计划的多重功能,同时也要兼顾发展的实际情况和客观规律。

The long-term care insurance evaluation tool not only guarantees that the beneficiaries can enjoy the proper care services,but also an important institutional arrangement to prevent the occurrence of moral hazard.It is the gatekeeper of the long-term care insurance system.The international long-term care insurance evaluation tool has undergone three generations of changes.The selection of evaluation dimensions is more diverse,and the scale design tends to be compatible with multiple institutions and more demand-oriented.The evaluation tool of China have begun to develop iteratively.The choice of evaluation scope is not only diversified,but also closely related to current policy objectives,local evaluation capabilities,and service supply capabilities.In the construction of a unified assessment tool in the future,the scale should fully absorb and summarize the advanced experience at home and abroad,and realize the multiple functions of identifying beneficiaries,linking benefits and providing services,and taking into account the actual development situation and objective laws.
