上海市优化药品挂网议价采购监管机制的实践及成效

Practice and Effect of Optimizing the Supervision Mechanism of Online Bargaining Procurement of Drugs in Shanghai

上海市按照药品分类采购的原则,先后出台带量采购、挂网采购等多项政策,逐步形成了以"阳光平台"为支撑的药品分类采购体系。2018年9月起,上海开始对除带量采购和医保谈判以外的药品全面实施挂网公开议价采购,在遏制药品盲目挂网问题上取得了良好效果,挂网药品数量和价格均有所下降。2020年7月起,针对前期议价采购出现的新问题,上海市医保部门进一步优化了药品议价工作机制。

According to the principle of drug classified procurement,Shanghai has successively issued a number of policies such as volume procurement and online procurement,and gradually formed a drug classified procurement system supported by the sunshine platform.Since September 2018,Shanghai has started to fully implement online open price negotiation procurement for drugs other than the drugs of volume procurement and negotiation,which has achieved good results in curbing the problem of blind online listing of drugs,and the number and price of online drugs have decreased.Since July 2020,Shanghai Healthcare Security Bureau has further optimized the working mechanism of drug price negotiation in view of the new problems in the early stage of price negotiation procurement.
