西咸城乡融合发展试验区规划策略

Planning Strategy of Xi’an-Xianyang Urban-rural Integration Pilot Area

我国的城镇化水平超过了60%这一关键节点,标志着城乡融合进入新的发展阶段。2019年,我国设立了11个国家级城乡融合发展试验区,明确了城乡融合的战略方向与目标要求。文章以西咸城乡融合发展试验区为例,结合西安都市圈发展背景,在分析城乡区域整体格局与资源特征的基础上,提出西咸城乡融合核心区和外围区“两层六类”格局体系。同时,基于现存发展困境确定精准化的规划策略:通过“三结合”策略实现核心区城市与都市乡村“共享、共荣、共生”一体化发展;通过“三链接”策略促进外围区城乡“互动、互连、互促”融合发展,以期为城乡融合发展试验区规划提供有益参考。

China’s urbanization level has exceeded 60%and entered a new stage of development.China established 11 national urban-rural integration development pilot areas in 2019,defining the strategic direction and vision of urban-rural integration.Based on the overall pattern and resource characteristics of Xi’an metropolitan area,this paper puts forward a"two-tier and six-category"structure system for Xi’an-Xianyang Urban-rural Integration Pilot Area.It further makes correspondent planning strategies:“three combinations”for the"co-sharing,co-prosperity,and co-existence"of city and countryside;“three links”for the“interaction,interconnection,and mutual improvement”in the peripheral areas.It offers a reference for the planning of urban rural integration pilot area.
