摘要
大学评价是推动当代大学改革的重要动力。为评估大学服务经济社会发展能力,英国政府制定并实施了"知识交流框架"。从评估主体、评估维度、评估原则、评估方法和评估结果方面来看,"知识交流框架"呈现出多元性、聚焦性、均衡性、整体性、导向性等特征。"知识交流框架"是社会对大学问责的重要形式,对促进知识生产与转化具有积极影响,但其强调市场逻辑,也隐藏着功利主义倾向。我国高等教育评价机制改革应吸取其合理内核,注重绩效评价,加强整体性、多元性、长效性评价。
The evaluation is an important driving force for the contemporary reform of u-niversities.In order to make the assessment on the university ability to serve the economic and social development,the UK government started to develop and implement knowledge exchange framework(KEF).From the perspective of evaluation,the KEF presents the characteristics of diversity,focusability,proportionality,integrality and orientation.The KEF is a significant form of social accountability,and has a positive impact on promoting knowledge production and transformation.However,its market logic has the tendency of utilitarianism.Then,the reform of China higher education evaluation mechanism should draw on the reasonable experiences,stress on the performance evaluation and strengthen the assessment in a way of integrity,diversity and longevity.
